Edit, May 30, 2015 :It is to be regarded that the literal Bluetooth driver which is discussed in this topic, is non-existent voor Windows 8 and up. Also, since this is related to the hardware involved (a set of Bluetooth dongels) it is also to be regarded that this hardware does not exist. Well, it might, but Phasure does not provide it any more, unless for Windows 7 (including the Driver for that).
All 'n all it is best that we all consider the Bluetooth LAN (PAN = Personal Area Network) to be obsolete for us. At least at this time this is so.
Install the BlueTooth software/drivers as obtained via Phasure (private email). Perform this on both the source Audio PC and the intermediate Remote PC/Laptop.
Insert the Dongle in a USB port and anticipate it to be a USB port always used for it (read : it will stay in always, although it can be moved to another port later). Line of sight is important, so preferrably choose a USB port on both Audio PC and Remote PC so the both can see eachother.
Inserting the dongle will install it by "Microsoft means". Don't pay attention to it much, but let it finish its activities (like "Device ready to use").
Notice that later non of this will be used but it can't be avoided.
Start the Setup (.exe) file which came from the sent .rar file.
