It is my opinion that this is more complex for a "real" answer than something like "of course a reclocker is better". So, let's say indeed it is, but now you must wonder why you use or need it in the first place !
The answer indicating the complexity is : if the reclocker makes jitter worse, then it is no good to use it.
Yeah, that is what you thought. Bit now how to determine that !
The easy answer is : you will be using that in combination with USB, *because* USB contains a boatload of jitter.
And the response to that, again indicating the complexity is :
Don't use USB in the first place !
Lastly for now, the REAL answer is : if you need that, your DAC doesn't do it itself or doesn't contain the best jitter rejection features, hence isn't the best DAC out there.
