That depends on the "window". So, what do you mean - which program etc. ? And, Explorer is a kinf of special. So for example, if you put the Control Panel to the Taskbar, you can see that under this taskbar-icon several Windows programs open (you would say "hey, where is my Control Panal now ??".
Iin other words : I reckon that you shouldn't leave Windows programs open in general (because they may not close). But if it were for other normal programs ... they shoul close.
